Blacksmith

Adds blacksmith_services_ca Rabbitmq
Adds meta information for environment/bosh_env and cf
Uses env_name instead of exodus_path to allow for a different value between the two
Defaults to rabbitmq-forge 0.7.12
Moves the meta to properties to be used by forges
