Describe the bug
AI will engage enemy vehicles, including armored ones, with small arms if a crew member is turned out even if they have AT or are operating another armored vehicle such as a tank.
To Reproduce
Steps to reproduce the behavior:
Have player man an armored vehicle
have the driver turn out
have them engage enemy AI
observe, preferably from Zeus or Spectator
Expected behavior
AI should engage enemy vehicles, especially armored ones, with AT weapons first not small arms fire.

Additional context
Bug was first and most often observed while playing on our KP Liberation mission but is not limited to that mission as far as I am aware. Bug did not appear until VCOM was added so unlikely to be any of the other mods unless it's some weird specific incompatibility though I cannot think of anything in our modpack that would conflict in this way across all vehicles.
Tested today, potentially with recent changes I do see AI using AT on vehicles while infantry is turned out. Will keep an eye on it for further improvements :)
