VCOM Ai skill setting cannot be disabled. #153

Describe the bug AI skill settings are currently overwritten by VCOM AI, even if "AI impacted by VCOM skill setting" is disabled in CBA settings.

To Reproduce Steps to reproduce the behavior:

  1. Disable "AI impact by VCOM skill settings" in CBA settings.
  2. Set game difficulty of AI to max (1 for skill & precision)
  3. Load into mission where AI is spawned without preset skill.
  4. Check skill level of spawned unit: It will have adopted the default VCOM AI preset as opposed to the expected skill settings set from the difficulty menu.

Expected behavior If "AI impacted by VCOM skill settings" is disabled, it should actually be disabled. Currently, it is still applying the VCOM default skill settings.
