Upgrade db3 and move Pan-STARRS 2 processing to it #153

We have a perfectly good machine sitting completely idle at the moment. We need to move the PS2 processing off db0 onto db3.

Tasks:

Move the ATLAS3 database off db3 onto db4. (Copy prepared but not yet installed on db4)
Move the home directories of kws, dry, dew, sne, pstc and atls onto db4. Change the starbase auto.home settings.
Upgrade db3 to CentOS7
Reinstall the QUB Pan-STARRS processing pipeline software.
Stripe the 3 SATA SSDs together (like we did on db4).
Reinstall MySQL.
Stop PS2 ingest. Dump the PS2 database off db0 and import onto db3. Restart PS2 ingest on db3.
