Improved Widget Editor localization #160

Hi, Genie! I've improved Widget Editor localization (added some new strings), and translated all new strings into Russian. Also I added new file to Pepper1db for Fibaro Dimmer FGD211. All 3 devices of this type I have report slightly different manufacturer specific property that are already in Pepper1db for FGD211.

Genie, I'm on vacation now and will be able to test the latest sources only in two weeks...
