user created programs fail to load 1.2-beta.3

since I moved from 1.2-beta.2 to this without testing much it may have been present in that version too. I've done a couple restores now with no improvement. none of my user created program work they appear in the groups and their setting display correct however if I try to activate an inactive one it fails to run. opening it to edit displays no info. Even the jkUtils open weather fails to run and displays no info if you go to edit.

Expected behavior

user created Programs that previously worked to work

Actual behavior

although the programs appear to load correctly not all actualy work clicking edit in the programs tab brings up the program editor but there is nothing visible (no name. description…..) all values are blank

Steps to reproduce the problem starting from a fresh install

1. restore backup file
2. go to programs and check a user created program if it is active if not active try to activate it
3. open the user created program and try to edit

• .Net/Mono runtime version: 4.6.2 (what was installed with HG
• Hardware configuration: PI 3b+
