Update Kwola to work with older versions of Python #1

The number of changes we have to make is relatively small as there is only a single line of code at this time that is attributed to not work on older Python: that's JSRewriteProxy line 98

We have updated Kwola to work with Python version 3.6. Unfortunately, some of the dependencies also need Python version 3.6 so this is as early as we are going to go.
