Especially with the connection var recorder implemented in #98, it would be really useful to have a timestep filter.

example_timesteps could be passed through CallbackList constructor
Based on num_batches, we could also expand out slices in example filters which would be nice (if None this is invalid)
Mask could be built at set_params time and checked each timestep
