add `goa help runtime` #79

The structure of the runtime file has never been properly documented. We should change this.

I added a first version of goa help runtime with commit a404d1b.

That reads just about perfect! I think it is very sensible idea to feature the two examples directly in the doc. It helps to make it tangible.
