Fix https://github.com/genome-nexus/genome-nexus-annotation-pipeline/issues/202. vcf2maf test not yet implemented completely

@ozguzMete can you remove the config/circleci.yml tests that we no longer need as well? Thank you!

@inodb I removed all the tests except the test which includes vcf2maf_tests.sh.
