PR #925 added a wingspan to the target region for the somatic pipelines. The same should be done for the germline exome pipeline.
This will help complete all of issue #924
changes:
add target_interval_padding input to pipeline
create step to add padding to input target_regions interval list file
pass that newly created interval list file to detect_variants subworkflow as limit_variant_intervals
