genome-db-cosmic-data branch '65_v1' is missing everything #134

Did not notice this until we switched from using Cosmic v61 to v65. This branch is missing everything.

Need to sync up this branch with what is currently in TGI.

Testing to see if the clin-seq build that was failing when missing files were encountered now passes.

This issue is now resolved. Cosmic v65 is now installed correctly during a fresh install and is correctly used by ClinSeq builds. Closing.
