Develop a workflow that better supports the creation of additional amplicon target descriptions. At a minimum format unassigned for blast searching or integrate searching against a reference genome.

Partially achieved by insilicoPCR_to_amplicons.py for converting UCSC in silico PCR results to a reference file 3d2649f. Still needs additional documentation and formatting of output to allow easy blast of unmatched off targets.
