Quick and dirty up and download functionality

The What

Two new cli commands for uploading and downloading

The Why

Because someone told me to do it

The How

Hooked them into the existing base wrapper module. Used the existing instance of hcpm to make things happen

This update is:

[ ] MAJOR - when you make incompatible API changes
[X] MINOR - when you add functionality in a backwards compatible manner
[ ] PATCH - when you make backwards compatible bug fixes or documentation/instructions

Test Procedure

Installation and initiation

git clone git@github.com:genomic-medicine-sweden/NGPIris.git
cd NGPIris && git checkout <BRANCH>
bash setup.sh
source activate hpcenv

Tests

pytest tests/
Potential additional tests

Expected outcome:

Pytest resolves without crashes
