Update phenology dataset

Precipitation notes:

• three methods: primary, second (tipping), throughfall (ground)
• only throughfall is available for all 13 sites, but its quality is suspect
• using SECPRE_30min-expanded because it's available for all sites but SRER
• secPrecipBulk in millimeters

Dataset has been modified and added to as desired in #14. There are nine species in dataset now, and added columns for mean precip, mean/min/max relative humidity, mean/min/max temp, and flowering date's gdd.
