Challenge target gcc data and corresponding weather data.

They only provide NOAA forecasting weather data from September 2020 to a month or so into the future. Can get NEON site data from MODIS, Daymet.

Following work in #17:

Add gcc dataset from EFI challenge, generated using their script
Download, clean, and join weather data from Daymet corresponding to eight sites for challenge
Update README with relevant metadata and plots (shown below)
