Add Debasmita's new model to submission pipeline

Debasmita's new model uses the same-day weather data to predict each day, making use of the 35 day NOAA forecasted weather.

To do:

• [x] Update 01_pull_gcc.R and reorganize input folders
• [x] Add and run/modify new model script
• [x] Update 05_submit_rfr.R
• [x] Submit today's predictions!
