Debasmita's models for predicting rcc and gcc are ready to submit.

[x] stop submitting the spring challenge
[x] update and test forcasting in the repo
[x] Access the EFI-forecasting server
[x] test scripts on server
[x] Check on website tomorrow for submission status

Accessed the server with Chris's help.

Met with Debasmita, Installed xgboost, and modified scripts. PR 51 merged by David

Existing script changes on the server committed to a new branch. Latest changes were added to another new branch. LibPaths had to be set for R scripts, and location of the neon4cast package had to be hard-coded.

Minor update PR 53. Forecasts are not currently being submitted for some reason. 1) cron jobs are associated with user, and my changes to the EFI server are not being recognized by Kristina's existing cron job. 2) Has EFI updated their formats? The fall challenge takes wide format data, and while our column order isn't identical, it should still be able to submit.
