After issues #45 and #21 are complete, convert plant trait ontologies dictionary to json file to prepare for adding to BrAPI.

I've converted the spreadsheet to a .json file, now containing permanent urls for trait ontology terms (termId) and crop ontology terms (coPermalink), where available. The file can be found in my forked repo. Currently awaiting feedback from collaborators.
