[x] create a CSV mapping the BETYdb terms to ontologies
- implement changes to https://github.com/terraref/brapi/pull/44/files#r472407035
[ ] integrate annotations into workflow using wget -O variabels_annotations.csv https://github.com/terraref/brapi/blob/master/contrib/ontologies/variables_annotations.csv to scripts
[ ] add description of this file to README

New Pull Request containing

new ontologies folder within contrib
the same .json file
variables_annotations.csv with David's most recent requested changes to remove method columns and add more observationVariable ids, just missing three ids now that were not in betydb
