Basic issue to discuss possible improvement to storage management

Could include

Request quota increase in scratch / projects (with a validation admin-side, and possible an automated increase if we can make the api work)
Need to be modular to fit all platforms

As an admin, I'd like to configure (ui? config file?) different storage systems (scratch, project, project+scratch, ...)

Based on that, the users would be able to select "I would like 1000To of this kind of storage until xx/xx/xxxx"
