Added rd_reload command #11

rd_reload command to prevent restart to reload the config file, also added a tenary operation to place the redstone torches one block lower but leave normal torches where they were, not sure if this is how you've done it so if you could review and change to match yours, would appreciate it.

And while I can see I could merge this, but due to the redstone torch thing (and my pull of the upstream corrected README/pom.xml should be good, but better still to check) I won't merge this one in myself ;)
