_eselect completion #19

add completion for the php module (does not follow the standard set/list way)
switched to _values, which performs better while completing a large amount (i.e. eselect fontconfig/repos) and is more obvious on commandline[history], since the news module is the only one i've seen so far that need numbers as argument (which has already been treated seperately)

add inital completion for the ekeywords command

fix order for eselect news -> inverse (newest to oldest) not sure where to put special arguments new and all -> maybe at the end of the list would be better, since new is the default and all is not quite handy?
