e2fsprogs-libs is now a part of e2fsprogs, but the ebuild wasn't updated for that, so it's impossible to emerge the package without modifying the ebuild.
Update: The package broke during a commit, because some service files were removed. They exist in the gentoo repo, so they should be added back.
Update2: Most patches for musl work with samba-4.15.4-r3 from the gentoo repo except for fix-musl-lib-without-innetgr.patch, because of a commit upstream. To compile samba successfully, I had to add a commit from upstream, which still isn't in the gentoo repo, to include signal.h in lib/utils/signal.h.
