Send notification mail when someone comments on question #58

We need notifications for the recruit if there is a new comment on an answer.

And/or somehow show the number of new comments somewhere.

Comments that a reviewer enters are also not viewable by the person taking the quiz.

Update. You CAN see the reviewers comment if you click on view answer. You can not see a reviewers comment if you click on the question.

We need notifications for the recruit if there is a new comment on an answer.

My understanding is recruit could add comments as well, probably only to their own answers.

So if a recruit add a comment, the same notification function should apply to notify mentor/mentors as well, but preferably not notify the commenter him/herself?
