User preferences screen isn't linked #28

It seems that there is currently no way to discover that https://packages.gentoo.org/user/preferences/ exists.

This is in progress of being removed.

The issue is cache. If for example you modify your preferences, and load a page in "modified way", it will also show as such for all other users in the window of 5 minutes. I'm in transition to remove all features, and make it better across the UI.
