USE flags item page: change order #31

Look at https://packages.gentoo.org/useflags/l10n_en .

Current layout order:

  1. Other “l10n” USE_EXPAND flag values
  2. All packages providing a “l10n_en” USE flag (18)

The second item is more important. And it is shaded by the first.

The proposition is: to make vice versa.
