Create local cache of EPSG database #22

As the EPSG site is often down, download the entire database and establish an automated daily update.

I have emailed the support contact at the EPSG registry on Fri, 9 Mar 2012 10:17:17 for help on how to go about automating the download of the EPSG registry, as well as posting a question on GIS Stack Exchange.

A large portion of the code used to implement this functionality has been encapsulated in the python-epsg module to promote code reuse.
