Remove 'You can start a new search' text #5

Always remove 'You can start a new search' on the right hand side of portal homepage; this appears once ‘Edit this search’ is selected on results page.

This is fixed in commit a363ca2db5bed2ff4b34b4fa78aeb803aa35e9c5.
