Language specific site title and description

We should have a language specific title and site description.

Title: Max characters -> 69 Short, translated snappy title, something like map.geo.admin.ch - Karten des Schweizer Bundes

Description Max characters -> 155 characters Avoid to have longer description.

Note: these things don't really affect the ranking of the page. It mainly affects the representation of the link in the results.
