Time panel #688

Start app Select swisstopo topic Select ch.swisstopo.pixelkarte-farbe-pk25.noscale Move the slider to year 1981

  1. Tiles of other years than 1981 are loaded -> several hundred of tiles. It should load only the tiles of 1981
  2. When using the permalink, the time panel doesn't show up, but the time icon is visible. Time panel should be visible and set to year 1981

1) fix with #708 2) I don't succeed to reproduce, Does it happen each time you try?
