Bootstrap coverage configurations #103

This PR adds an extensive set of bootstrap parameters for being able to have the configuration of model data be set up automatically.

It also adds a refactor of the command used to fetch THREDDS datasets from the remote server. This is only useful for development and for populating the staging environment with sample data.
