add API endpoint for barometro climatico time series #147

Requirements as specified in a previous discussion:

in the climate barometer section (FR131) our idea is to put a synthetic graph (on a single point, single indicator - average annual temperature), similar to those produced at the specific level (FR125). In this regard, we provide you with the projections part, to which the historical climatology series (from API) will be added. There are 3 RCPs, avg: ensemble average, stdup: upper uncertainty band, stddown: lower uncertainty band, these are 3 rcp x 3 values ​​(average, stdup, stddown) = 9 values, downloadable here:

It is sufficient to enter only the ensemble average + the uncertainty band displayed with "Centered 11-year moving average display" (see ppcne_elaborazioni_statistiche_plot.pdf paragraph "Plot processing and details - Climate projections part").
