Each observation station has a date where it started collecting measurements - therefore we ought to show/hide stations in accordance with the current date being browsed by the client.
This information is present in the internal stations API but is not currently being harvested. Collect it and expose it on our relevant station endpoints so that the frontend can decide whether to show or hide stations.
