Bootstrap observation variables and add temporal properties to observation stations #73

This PR refactors the creation of observation variables. Instead of creating them from whatever data is contained in the response from the internal API we create the set of known variables which must exist in order for the system to work as intended.

also included is the addition of the temporal properties active_since and active_until to an observation station.
