CSV Imports - Duplicate import_documents are created #16

Somehow import CSV rows are being added to import_documents twice, which can really lengthen the import time for adding many records at a time.

Closing. I cannot replicate with vanilla GBL Admin.

I think the duplication captured above was due to BTAA Geoportal development work quirk.
