09a-03 update links #571

Indiana lidar data: https://geo.btaa.org/catalog/09a-03.

he url of the site has changed to https://lidar.digitalforestry.org/.

The download link for each county is not working anymore old link: https://lidar.jinha.org/QL2_3DEP_LiDAR_IN_2017_2019_l2/marion

Not sure if I can easily update the OpenIndexMap links as they changed from this format:

https://lidar.jinha.org/QL2_3DEP_LiDAR_IN_2017_2019_l2/marion

to this: https://lidar.digitalforestry.org/download.php?cname=steuben&clon=-85.00067468147523&clat=41.64341458255434&years=2012,2017

The link needs the long and lat, and I don't see a way to reproduce that yet.

Updated the landing page link and dates in the GeoBlacklight record.

Created script to replicate the function in the web map that constructs download links. Replaced the OpenIndexMap with corrected links.
