I reached out to the Iowa Department of Homeland Security and Emergency Management yesterday and was told that the service was deprecated and no longer under maintenance. I asked if I could have a zipped gdb of the data and if I could make the data available through the university libraries. They said that would not be a problem.
Besides the link, I think it would be good to note that this service is not continually updated. I wrote the following description, which we could use as the description on the geoportal:
Statewide property parcels provided by the Iowa Department of Homeland Security & Emergency Management public ArcGIS REST services directory (https://eoc.iowa.gov/arcgis/rest/services/Public/parcels_da). This server is now deprecated and no longer under routine maintenance. These data are not current and represent, at most recent, parcels updated by 2 November 2017. As such, these data are provided "as is" without warranty or any representation of accuracy, timeliness, or completeness. The burden or determining accuracy for the appropriateness for use rests solely on the user. Providers make no warranties, express or implied, as to the use of the data. The user acknowledges and accepts the limitations of the data, including the fact that the data are not current.

I have an update to make to a linked service in the geoportal. This entry (https://geo.btaa.org/catalog/78ebcce3-6558-430f-8c3c-7be8cb1fbda2) is no longer available at https://eoc.iowa.gov/arcgis/rest/services/Public/parcels_da/FeatureServer/0. Instead, I have rehosted it here: https://services3.arcgis.com/kd9gaiUExYqUbnoq/ArcGIS/rest/services/Iowa_Parcels_2017/FeatureServer.
