These are reanalysis products from GC. 2.5 km resolution in Canada.

The High Resolution Deterministic Prediction System - tragically only available in GRIB2 format. Accessible from an FTP directory (i.e. no DAP requests or queues).

Allegedly it is available from 2001 onwards

but Notably:

The HRDPS not yet being equipped with its own data assimilation system, so its quality depends largely on the RDPS, which provides initial and boundary conditions, and on the global data assimilation system acting upstream. So if the forecast of the RDPS is questionable over the region of interest, it is likely that the higher resolution forecast will magnify the problems of the regional forecast.

Clarified by Vincent Vionnet: In terms of reanalysis product, you may be interested by the recent ECCC reanalysis at 10-km over North America (HESS - A 10 km North American precipitation and land-surface reanalysis based on the GEM atmospheric model (copernicus.org)). The data are available on the Caspar data portal (CaSPAr (caspar-data.ca)). The products mentioned by Chris concern the operational NWP systems that are available in real-time (contrary to the reanalysis).
