Investigate if caching still causes an issue for rotated pics on Preview #156

On 7.5.1 when a user previews an ad and then returns to rotate an attached image, subsequent previews often do not show the updated image. Even when viewing the final ad in the public view, OPs still see their original unrotated image because the initial image is still cached in the browser. This has resulted in many support calls and user frustration.

Investigate if this is still an issue with v20.

Just confirmed that it is still an issue on v20.0.0.

I had to manually clear the browser cache to resolve it. Just had a customer call today on this very issue. It confuses a lot of people.
