You may have to set the user-agent, wget returns a 404 with the default user-agent but gets the correct page with a Mozilla styled user-agent, thus: wget --user-agent="Mozilla/5.0 (X11; Ubuntu; Linux x86_64; rv:21.0) Gecko/20130331 Firefox/21.0" "http://www.sciencedirect.com/science/article/pii/S0031920101002187"

Perhaps all Elesvier DOI are based on PII such as, for the above article : 10.1016/S0031-9201(01)00218-7 S0021-9991(02)00031-1 -> 10.1016/S0021-9991(02)00031-1
