Add radial_grid class to reference_tools.py. #565

It looks like I somehow forgot to add the radial_grid class to reference_tools.py when I submitted the PR for updates to Rayleigh's finite-difference mode. This PR adds that class to reference_tools.py. It's usage is discussed in the documentation here.

I'm tagging @rpvin , since he noticed this was missing.

Looks like @rpvin 's approval doesn't count, and I need to override merge. Maybe it's because he's not part of the CIG Github organization?
