no reference to change log entry in manual #2544

While Menno explained to me about the change log entries system, we found out that there is no reference to it in the manual. Is it may be an idea to add a paragraph to the "How to write a cookbook" section (or somewhere else) ?

we do mention this in contributing.md https://github.com/geodynamics/aspect/blob/master/CONTRIBUTING.md#acknowledgment-of-contributions but I agree.
