[post 3.0] release task: update version and changes.h #6152

First step of the release process towards version 3.0.

Please dont merge until this was discussed among the maintainers!

Thanks. We discussed this yesterday a bit, but let's keep the PR open for another day or two to see if anyone finds a significant problem. We will be able to merge this PR and still introduce changes to the release branch if necessary, because the release happens on the release branch, not in this PR.
