This adds the checklist for contributing software to CIG both as a markdown file and a pdf.
Adds the markdown file to README.md.

I copied and pasted from word into Atom and did some extensive editing. Thanks for the tip on boxes. I searched for that one and did not come up with your solution. If it renders better, it should be converted on the next update to the file.
