Updates the BP with changes and discussions resulting from the recent best practices mini hack event attended by Brad Aagaard, Wolfgang Bangerth, Menno Fraters, Rene Gassmoeller and Lorraine Hwang.
These changes are the basis of version 2.0. README will be updated under a separate pull request.
The changes address the following issues which can be closed: #5 #13 #28 #30 #31
Note that github md supports drop downs which was one of the motivations for #36
