Changes the README to .md and adds v3 notes #198

This changes the README file to markdown (.md) and adds a few other features. None of the original content was changed but some were added.

Edits were initially committed to add the release notes but now I see it in the release packages! Thanks.

The next commit to this branch will delete the release notes from the README file.
