VQ finally validated #181

Major bug fixes that stabilize VQ. Some improvements to PyVQ and new plots sprinkled throughout. 97% of tests pass on my iMac, seemingly random test sims fail.

This pull request is a near-ready new version of VQ, let's call it 2.3.0. There are the required manual updates included in these commits.

@johnmaxwilson we should do a final once-over to double check that it's good to go, minimize build/test errors and then we're good.

By minimize build/test errors I mean let's fix your HDF5 problem and see what happens on the Jenkins test system when I do the pull request.
