Mission Wassu

Background

Wassu Village (Negeri Wassu) at Haruku Island, located here, as part of central molluca near Ambon Island, directly facing the Banda Sea is threatened by coastal and small island climate change issues such as coastal erosion, water shortage and rough sea during fishing season. In the future, sea level rise also will threaten the lives of this community. The village has a population of about 900 people with the majority of livelihood is gardening, fishing, or work ouside the villages in transportation services, commerce, etc. Around 10-15 ketinting boat is used by the locals to catch Tuna or Lema-lema fish not far from the coastals. The distance is very limited, because it is directly adjacent to the sea banda. Fisherfolk are only able to sail around the island until Haruku and Saparua Island. Rarely do they sail up to Nusalaut, Ambon, or Seram. The unfortunate most of them do not use a life jacket when fishing.

At March 10th, APIK with BMKG Pattimura Meteorological Station, Kairatu Climatiological Station & BPBD Prov. Maluku, visit this village to socialize the climate & weather information services to the villagers and have a group discussion related to their issues related to climate & weather information. It found that the locals aren't access the weather & climate information routinely. However, they're admitted that they are need the information to support their main livelihood such as fishing or gardening.

The main obstacle in this village is this village doesn't covered by hsdpa/3G signal. Internet completely inaccessible. Cellphone signal (for phone & sms only) could only be accessed in a few spots in this village. Parabola TV only covers the National TV (RCTI, SCTV, etc.) which rarely inform local weather information. Radio is rarely used by the local community. There is no amateur community radio stations such as of Orari or RAPI here. Limited telecommunication network is a serious challenge to spread the weather & disaster warning information.

Objective

APIK wants to help BMKG in order to deliver their weather and climate information routinely to the Wassu villagers.

Main Idea

We need to build a simple weather e-signage to be put on the community building (balai desa), more likely similar with this:

With more complex information such as:

• Daily Weather Prediction (Morning, Day, Night) incl:
  • weather condition (rain, local rain, shower, thunderstorm, sunny, foggy, etc.)
  • basic meteorological parameters (temperature, humidity, wind direction, wind speed, etc.)
• 3 days weather prediction
• Weekly Weather overview
• Marine weather incl. wave height, sea current (direction & speed), wind condition (direction & speed)
• Monthly & seasonal precipitation forecast
• Climate Forcing (El-Nino, La-Nina, Tropical Cyclone, Dipole Mode, etc.)
• Early warning (bad weather/strong wind/thunderstorm)

and some additional information such as:

• Fishing ground information
• Planting calendar

Some basic information also needed:

• Name of the village
• Latitute & longitude of the village
• Day name, Date & Time

some log information such as:

• time & date updated of the information

For sure we'll filter the information and will be adjusted with the local need (e.g. farmers/fisherfolk).

The Challenges

• Limited spot of cellphone (sms/voice call) network
• Not coverage by hsdpa/3g signal

Location

This e-sign will be placed at the Community center (more or less 100m from the area that can reach the cellphone coverage).

Requirements

• Easy to operate by the locals, the only physical trouble shooting is to turn it of and on again.
• Cheap!
• Easy to replicate by the local Makers (e.g. at Ambon City)
• The parts & components could be found at the nearest city
• Rust resist
• Water proofed
• Could be easily seen by the locals (e.g. gardener or fisherfolks) daily before they start to work
• Durable (up to 5 yrs.)

Technological Approach

The first idea is:

• Put some flat screen TV/monitor/e-signage runs by Raspberry pi/intel nux
• Put sms receiver
• the main server at BMKG will sent sms daily (with certain coded message as short as possible, to provide the message as much as possible)
• The raspberry will convert the sms data to convert it and update small database. There will be light webserver that can render the HTML, javascrit, css to present the "easy-to-interpret" message at the display.
