Upgrade prod environment from Ubuntu 18.04.6 LTS to Ubuntu 22.04 LTS #1173

VS Code is starting to give warnings about the OS, and I've run into a few random small issues, so probably should do it sooner than later.

Look for the best path to upgrading the instance on digital ocean

Got from 18 > 20.

Do another backup and try the next OS upgrade. 20 > 22
